CCLBA is…
• A unit of county government established by enabling ordinance in
January 2013.
• Comprised of a 16-member Board of Directors appointed by
President Toni Preckwinkle and led by an Executive Director.
• Authorized to acquire and repurpose vacant, abandoned, taxdelinquent
and foreclosed properties into productive and sustainable
community assets.
• Subject to the Cook County and Cook County Land Bank Authority
procurement codes.

About the CCLBA
The mission of the CCLBA is “to reduce and return vacant
land and abandoned buildings back into reliable and
sustainable community assets.”
CCLBA will acquire, hold and transfer interest in real
property for the following purposes:
Promote redevelopment and reuse of vacant, abandoned, foreclosed or
tax delinquent properties.
Support targeted effortsto stabilize neighborhoods.
Stimulate residential, commercial and industrial development; all in
ways that are consistent with goals and priorities established by local
government and community partners.
Promote affordable housing, economic development, conservation and
job creation.

Our Mission and Focus
Background:
At the time CCLBA was created, it was estimated that Cook County had
as many as 55,000 parcels of residential property that qualified for
disposition by CCLBA.
• Not all of the property acquired by CCLBA can be preserved.
• Vacant land created after removal of structures may not support
redevelopment consistent with prior use.
• Many of the structures contain building material, which can be
salvaged and used in rebuilding projects or after being repurposed
into other items.

Demolition and Deconstruction
Additional Background:
CCLBA, through its Sustainability Committee, has considered a number
of best practices in the area of conservation and repurposing of vacant
land. The Sustainability Committee is tasked with developing guidelines
for the CCLBA, among other things.
In 2014, CCLBA commissioned Delta Institute to create a Deconstruction
and Demolition Toolkit to inform CCLBA practices as it related to
removing blighted properties. CCLBA subsequently adopted
Deconstruction as a favored method for removing blighted properties.
Deconstruction is favored as a means to conserve property and material
through salvage and to prepare land for sustainable community use.
Deconstruction also offers attractive opportunities to train skilled
workers for jobs in demolition, construction, and related industries.

Demolition and Deconstruction
CCLBA has issued a Request for Proposals from qualified contractors to
provide Demolition and Deconstruction Services.
• RFP is organized into several sections and includes information
about the content and structure of proposals, scope of services being
proposed, forms that must be submitted as per county ordinances,
and related information.
• RFP is due by September 30 at 3 pm. Complete proposals must be
delivered electronically. Incomplete proposals will not be considered.
• Questions must be submitted electronically and will be answered by
post to the CCLBA website.
• Purpose of today’s meeting is to answer questions concerning the
RFP and the scope of services.

Scope of Services requests a proposal to deliver deconstruction and
demolition services for up to 50 properties
Properties have to be evaluated for deconstruction OR demolition.
Scope of Services includes:
• Project Summary
• Work schedule describing the process for how work is anticipated to
be performed.
• Description concerning use of subcontractors, project conditions to
be maintained, products that can be used, and project execution for
demolition and deconstruction.
• Proposals should describe costs to demolish structures and
deconstruct structures as per scope of services guidelines.

The RFP
CCLBA understands that each project may entail variations in costs
based on presence of hazardous materials, location of adjacent
properties, condition of property to be removed, and other variables.
Proposer should include comparisons for costs to remove the same
property following demolition and deconstruction as distinct cost
estimates.
Proposers can use CCLBA examples or examples from recent projects
for which actual costs are known, provided examples are similar in size,
location, and type to CCLBA examples:
